A lot of things could be affecting the labels you are seeing. Sometimes bottling plants have more labels and packaging than they need. This creates an excess inventory that must be used before changing over.
Also, Some Bottlers go to market differently than others. If I remember correctly, NY has independent reps as opposed to say the bottler (Pepsi) in Denver that is part of the PBG unit.
The reps could have stock that is old and not rotated correctly which will mean old labels.
