I do not think that Pepsi would use promo caps on shrinkwrapped bottles. maybe a code on the outer packaging at the most. If there were promo caps the the consumer would gain 12 ( I would think) points for a purchase that basically nets Pepsi the same amount as someone who purchases a 12 pk of cans (or one point). The whole Idea is for consumers to buy MORE Pepsi to get more stuff, not for Pepsi to reward the consumer 12 times for one purchase. As far as the 24 oz bottles they really do not have much of a choice as there isn't any secondary packaging.
I am not sure about above point values for packaging it is just used as an example
