    Many reasons.

Mostly because there are still many smaller, independent distributors out there, who can't afford to carry full lines or different products.

Some brands just don't sell in some places. Fanta is a hard sell in most non-hispanic markets. They have to keep the pricing down around here for it to sell.

There are old, perpetual contracts for many beverages that still exist to these days. Different Pepsi bottlers, Coke bottlers, RC bottlers, etc.. have Dr Pepper. Some Pepsi bottlers still even carry 7Up.

And sometimes, someone sitting in an office hundreds (or thousands) of miles away decides what will be sold in a given market.
